Yushchenko issued a decree on holding the presidential elections in Ukraine
Ukrainian President Viktor Yushchenko issued a decree to ensure constitutional electoral rights of citizens, transparency and openness of the electoral process in the next presidential elections on Jan. 17, 2010.

Yushchenko instructed the central authorities, the Council of Ministers of the Autonomous Republic of Crimea, Kyiv and Sevastopol city state administrations, local authorities are not allowed during the preparation of elections and any interference in the electoral process, the manifestations of administrative pressure, bias candidates for the presidency of Ukraine, political parties, electoral blocs that had nominated candidates for the presidency, officials use the service position, office space, transport, communications support for particular candidates, parties and blocs, their representatives and official observers.
President also instructed the authorities to create conditions for the election commissions of their powers, in particular through the provision of necessary accommodation, transport, communications, equipment, office equipment, as well as ensuring security of the premises of election commissions, ballots and other election documents.
Decree of the Head of State also provides for the creation of equal conditions for the media, conditions for the citizens of voting rights, free will during the voting. The paper also notes the need to ensure the electoral rights of citizens with physical disabilities and visual disabilities, giving them access to the premises of the electoral commissions and the premises for voting, information on campaigning, including through the use of sign language, titration, etc.
In addition, the President directed to take steps to clarify the preliminary lists of voters by providing timely and organs of the State register of voters of relevant data.
Yushchenko said in a decree made provision as allocating seats and equipment displays, bulletin boards in public places for posting electioneering, avoid placing printed pre-election campaign materials, political advertisements and messages about the election process in the architectural monuments and places where they interfere with traffic safety.
Ministry of Finance instructed the president to provide funding for the preparation and holding of regular elections of the head of state. Ministry of Finance in conjunction with the General Audit Office, the CEC to monitor use of funds of the state budget for the preparation and conduct of elections.
Ministry of Foreign Affairs of Ukraine and the CEC Yushchenko said in a decree instructed to ensure the participation of official observers from other states and international organizations to monitor the electoral process.
Head of State also provided a number of instructions to the Ministry of Justice, the Ministry of Education and Science, the Ministry of Culture and Tourism, the State Committee for Television and Radio, the Council of Ministers of ARC, regional, Kyiv and Sevastopol city state administration and the CEC. In particular, these agencies must provide assistance to public organizations that are involved in the electoral process, in implementing measures aimed at the implementation of public control over observance of electoral rights of citizens and monitoring the electoral process. Also, they should include an awareness-raising measures on the use of the electoral legislation of Ukraine and increase political culture, acquaintance with the order of voting.
In addition, the Ministry of Interior, Security Service, the Council of Ministers of ARC, regional, Kyiv and Sevastopol city state administration entrusted to take measures to maintain public order and security during the electoral process, including election day and the days of the establishment of election results.
